From the ESA Doctors Blog:

ESA Information for Your State

Owners of emotional support animals are protected in every U.S. state by the federal Fair Housing Act and guidelines from the U.S. Department of Housing. These federal rules allow owners to live with their ESAs (even in no-pets buildings) and exempt them from fees and pet restrictions, such as breed and weight limits. Many states have also enacted their own rules that protect emotional support animals in housing. These state rules often closely mirror the federal rules and offer similar protections.
